Farmers’ Voice: Improving Food Security Governance in East Africa Final Evaluation Report

This report presents the findings, conclusions and lessons learned of the evaluation of the ‘Farmers' Voice: Improving Security Governance in East Africa’ programme. The Farmers’ Voice programme (funded by the European Union and Agriterra) was coordinated by Trias Uganda, and implemented in partnership with the Eastern Africa Farmers' Federation (Associate) and four national farmer organizations in three countries: UNFFE and UCA in Uganda, KENAFF in Kenya and MVIWATA in Tanzania. Nine of their members implemented the programme at sub‐national level.

The programme aimed to contribute to the empowerment of smallholders' participation in food security related policy processes in Kenya, Tanzania and Uganda (overall objective), through the strengthening of Farmers’ Organizations at sub-national, national and regional level in preparing policy proposals and influencing policy processes based on the views, needs and concerns of their grassroot members (specific objectives 1 and 2). The programme also envisioned enhancing networking and collaboration of the Farmers’ Organizations at the different levels (specific objective 3). 

The Farmers’ Voice programme had a strong capacity building focus and used the Farmers' Advocacy Consultation Tool (FACT) and”learning by doing“approach. The main theme of the programme was Food Security and its related policies, with a focus on two sub themes: Post Harvest Losses (PHL) and Strategic Food Reserves (SFR).
