The FACT 4 Budget Rift valley cluster inception Workshop

The FACT 4 Budget Rift valley cluster inception Workshop was held on 25th to 26th March 2014 in Nakuru County. It drew participants from Laikipia, Narok and Baringo Counties, the main focus of the workshop was on awareness creation and experience sharing on county agricultural budget allocation under devolved structures. The main objective was to develop a strategy on how to engage counties government using the Farmers Advocacy Consultation Tools (FACT) methodology. During this session farmers from the specific counties were able to articulate some of the issues that they feel affect the budgetary allocation. This included: inadequate public participation in the budgetary process, lack of awareness, no consultation and lack of technical knowledge in budget preparation. Farmers were not consulted and the county budgets comprised of the county experts priorities. Farmers recommended that there is need for an effective participation and budget tracking system. An elaborate system of consultation, information sharing and a score card to track the budgets need to be put in place.
